IELTS Band Scores and CEFR Levels: What Level Is 6.5?

IELTS bands map to CEFR levels approximately as follows: 4.0-5.0 is B1, 5.5-6.5 is B2, 7.0-8.0 is C1, and 8.5-9.0 is C2. So a 6.5 is still B2, and C1 starts at 7.0.

The mapping matters whenever an institution asks for a level instead of a score — "English at B2 level" or "a C1 certificate". This guide gives the full mapping, explains why the boundaries cause confusion, and shows how to use it.

Which CEFR level does each IELTS band correspond to?

IELTS band CEFR level What it means in practice
    8.5 - 9.0 C2 Near-native; handles fine shades of meaning with ease
7.0 - 8.0 C1 Understands long, demanding texts; expresses ideas fluently and flexibly
5.5 - 6.5 B2 Understands the main ideas of complex texts; interacts with fluency
4.0 - 5.0 B1 Understands main points on familiar topics; copes with everyday situations
Below 4.0 A2 and below Basic, limited use

The mapping is based on the comparison IELTS itself publishes, and it is approximate. Bands and CEFR levels were designed for different purposes, so the boundaries do not line up exactly.

Why is IELTS 6.5 not C1?

Because the B2 range runs from 5.5 and ends at 6.5. A 6.5 is the top of B2; C1 begins at 7.0.

In practice that half band is a large step. The move from 6.5 to 7.0 is the cut-off for many postgraduate programmes and professional registrations. For closing it in Writing, see how to get band 7 in IELTS Writing without a tutor.

What IELTS score do you need when an institution asks for B2 or C1?

The short answer: read the institution's own requirement. A CEFR level is a range, and each institution decides where in that range it sets the bar.

    • An institution asking for B2 usually defines it as a specific IELTS score, such as 5.5 or 6.0. Some accept the bottom of the range; others ask for 6.0 or 6.5.
    • An institution asking for C1 usually expects at least 7.0 overall, and some add per-section minimums.
    • Per-section minimums can change the picture. A 7.0 overall with 6.0 in Writing does not meet a requirement of "C1 in every skill".

For how section bands combine into the overall score, see what IELTS is scored out of.

How far are you from your target level?

The most practical way to use the table is to know your current band. Take a full timed practice test, write down each section band separately and compare it against the lower edge of your target level. Often the entire gap comes from one section.

Praktis gives a band estimate for each section in its full and section practice tests, with feedback on each of the four criteria in Writing and Speaking. You can see the plans here.

The placement test on Praktis gives a band estimate in about five minutes, and a full practice test shows a band for each of the four sections, so you can see which section stands between you and your target level.
